Officer Personnel Development

Mission
The mission of the Officer Proponency Division is to manage the Army's active duty Transportation Corps Officers within the framework of the eight personnel life cycle functions (structure, acquisition, individual training and education, distribution, deployment, sustainment, professional development, and separation). The Officer Proponency division in the Office of the Chief of Transportation (OCOT) manages officer programs and policies for the Chief of Transportation (COT) in conjunction with the US Army Human Resources Command (HRC), Office of the Deputy Chief of Staff for Personnel (ODCSPER) and the Major Army Commands (MACOMs).
Functions
- Assist in recruiting quality officers from the United States Military Academy, Reserve Officer Training Corps, Officer Candidate School and the Merchant Marine Academy
- Manages the Training with Industry (TWI) program; provides proponent input to DA Regulations and Pamphlet updates; participates in the Functional Review (FR) and Functional Area Assessment (FAA)
- Provides TC input to 90A (Logistics Branch) issues
- Maintains chapter 35-6 of DA Pam 600-3 (Commissioned Officer Development and Career Management)
- Assist in managing personnel issues for the TC force structure
- Manages the eight personnel life cycle functions
