Colonel (R) David J. Kolleda

Mr. Kolleda has been the Deputy Director of the Futures and Concepts Center, Sustainment Capabilities Development and Integration Directorate at Fort Lee, VA since June 2019. He served as a career Army Transporter, Operational Planner, and Capability Developer for twenty six years and retired from Active Duty in September 2008. David is in his third assignment as a Department of the Army Civilian.

As the first civilian Deputy to the Chief of Transportation at Ft Lee from 2010 to 2017, following Base Realignment and Closure, he reestablished Transportation School operations with the Combined Arms Sustainment Command as the consolidated logistics training center. David then reported to Kyiv as the Ministry of Defense Advisor to the Ukraine Deputy Minister of Defense, and the first designated Ukrainian Armed Forces J-4, from 2017 to 2019, where he advised on Transportation, Logistics, and NATO operations.

After retirement from Active Duty, from 2008 to 2010 he did business development for DRS Technologies’ St Louis office of Sustainment Systems assisting with Internal Research and Development and supporting program development and production for the M1000 trailer, and the Air Force Tunner 60K Loader.

Mr. Kolleda’s military assignments include company command (372nd Transportation Company, 29th Transportation Battalion) and 101st Airborne Division Deputy Division Transportation Officer at Fort Campbell; 24th Transportation Battalion S-3, Deputy Group Commander, and Commander, 10th Transportation Battalion in the former 7th Transportation Group; and Battalion Executive Officer (28th Transportation Battalion) In Kaiserslautern, and Plans Officer in V (US) Corps G-3 and US Army Europe Deputy Chief of Staff for Operations in Heidelberg.

Operational assignments include the Big Pine Operations in Central America, Operation Desert Shield/Storm, NATO Balkan Peacekeeping Operations, Operation Iraqi Freedom.

Mr. Kolleda is from the Pittsburgh PA area, and a graduate of Indiana University of Pennsylvania (IUP). He holds Masters Degrees from Central Michigan University, the Army’s School of Advanced Military Studies, and the Army War College.

Mr. Kolleda was conferred the Ancient Order of St Christopher in 2000, and designated a Distinguished Member of the Transportation Corps Regiment in 2009.
