Executes responsibilities for a uniform driver training policy throughout the U.S. Army. Advises the Chief of Transportation on all aspects of motor wheeled vehicle driver training. Provides critical operator/driver tasks, conditions, standards to the U.S. Army and Doctrine Command (TRADOC). Serves as the Army Driver and Operator Standardization Program (selection, training, testing, and licensing) and the lead for the Army Driver Training Strategy and Master Driver Trainer's Program.
The Master Driver Qualification Trainer Course is designed to provide the Master Driver Manager (MDM)/Master Driver Trainer (MDT) candidates with an intimate knowledge of AR 600-55, AR 385-10, and TC 21-305-20 in order to build a battalion driver's training program. During this course, prospective MDM/MDT's will gain knowledge to develop and maintain a Brigade/Battalion drivers training program. MDM/MDT's will use regulatory guidance, references, required documentation, sample training products, administrative documents, to efficiently and effectively train all assigned operators within their units. They will create and manage a professional drivers training program in their prospective Brigades and Battalions. This will allow oversight of all 1853 Brigades and Battalions across all three compositions. Current AR 600-55 was updated to reflect a change that opens the course up to all MOS's for attendance which can be located in the ATRRS course catalogue under School Code 551L. All Army motor vehicle operators will become proficient and fully qualified to operate all assigned military equipment. After graduating the course, students will receive the ASI M9, which allows them to manage their driver-training programs.
The License Instructor is a vehicle or equipment subject matter expert (SME) who has been selected and appointed by the company commander or civilian branch chief to train prospective operators. License Instructors are responsible for conducting Phase II equipment training, to include the classroom equipment introduction, and all hands-on training. Selecting the best License Instructors available to conduct hands-on performance-oriented training is essential. Appendix F of AR 600-55 has an outline to assist in selecting license instructors and license examiners.
The License Examiner is a vehicle or equipment SME who has been selected and appointed by the company commander or civilian branch chief to conduct examinations on prospective operators. License Examiners are required to administer the Phase I: Initial Operator Training exam, Phase II: Equipment Training exam and Phase III: Training Validation/Performance Road Test exam.

The Commercial Driver License (CDL) military skills test waiver form is available for all 50 states and can be used by any service member who are currently licensed and has a minimum of two years driving experience. Service member must complete the standard state DMV request and have their commander verify and sign approving the application.
The following MOS' 88M/92F/14T qualify for the Even Exchange Program. This program allows drivers to be exempt from the knowledge test given by the state DMV. When used with the military skills test waiver it allows the service member to exchange a military license for a CDL. The following states are Illinois, Kansas, Wisconsin, North and South Carolina, North Dakota, Vermont, Virginia, Missouri, Idaho, Georgia, New Mexico, Kentucky, West Virginia, and California
